
Rosie McCray-Moody’s career in public service is characterized by her dedication to fair housing and tenant rights. Now retired, she commenced her professional career with the Montgomery County Government in 1992, serving in various capacities. In 1994, she joined the Office of Landlord-Tenant Affairs and swiftly demonstrated her commitment as a dedicated advocate for equitable housing practices. Following a brief assignment with Housing Code Enforcement, she returned to the Office of Landlord-Tenant Affairs in 1996 to address a significant staffing shortage, reaffirming her dedication to the department’s mission.
From 1996 to 2010, Ms. McCray-Moody served as an investigator in the Office of Landlord-Tenant Affairs within the Department of Housing and Community Affairs. In this capacity, she meticulously reviewed and assigned complaints, authorized official documents, responded to public inquiries, managed walk-in clients and executed a variety of administrative tasks. Additionally, she provided counsel on policy matters, coordinated communications, and supervised the Commission on Landlord-Tenant Affairs. She also oversaw investigators and directed staff and public inquiries, particularly in handling escalated issues.
In 2010, Ms. McCray-Moody was appointed as the manager of the Office of Landlord-Tenant Affairs, where she supervised the department until her retirement in 2022. As the manager, she was responsible for ensuring the efficient functioning of the office by participating in meetings, managing the budget and overseeing all operational activities. Her leadership helped maintain exemplary service standards for residents of Montgomery County seeking assistance with landlord-tenant issues. Following her retirement, Ms. McCray-Moody has maintained a part-time engagement at the Office of Landlord-Tenant Affairs, dedicating approximately 15 hours weekly to revising publications and preparing materials for commission meetings.
In recognition of her public service, Ms. McCray-Moody received Montgomery’s Best Customer Service Award in 2006. She attributes much of her success to her proficiency in active listening and interdepartmental collaboration within the Department of Housing and Community Affairs. By cultivating strong relationships with colleagues and external entities, including the Housing Opportunities Commission, she has consistently provided effective solutions to those seeking assistance.
Ms. McCray-Moody holds a Bachelor of Arts in psychology from The George Washington University in Washington, DC. Her education provided her with valuable insights into human behavior and communication, skills that have been instrumental throughout her career in public service. In addition to her professional achievements, she actively participates in her local church. She is also renowned for her charitable contributions supporting community initiatives.
