Ronald Scott Bowen spent nearly three decades in the United States Air Force, beginning in 1964 when he was commissioned as a second lieutenant. In the 1970s, he was stationed at the Andrews Air Force Base in Maryland, where he served as a staff intelligence officer. After this post, he was stationed at The Pentagon, where he notably excelled as an executive officer of requirements development and acquisition and a congressional activities officer between 1974 and 1978. Returning to Andrews Air Force Base shortly thereafter, he continued as a special assistant to the commander of the Air Force Systems Command until 1982. From there, Mr. Bowen was posted at the Hanscom Air Force Base in Massachusetts, having served in myriad roles such as director of cost analysis in the Electronic Systems Division and deputy director of MILSTAR terminals in the System Program Office.

Following his departure from the Hanscom Air Force Base in 1986, Mr. Bowen served as a comptroller and deputy information systems ballistic missile officer at the Norton Air Force Base in California for three years. In 1989, he returned once more to Andrews Air Force Base in 1989, where he briefly served as the director of cost until 1990. Mr. Bowen retired from the United States Air Force in 1992, serving in his final role as commander of the Air Force Cost Analysis Agency.

Post-military retirement, Mr. Bowen began a second career with Tecolote Research, Inc., where he served as the manager of the Boston office from 1992 to 1995 and a general manager of the ESC Programs Group from 1995 to 2012. He ultimately retired from his professional endeavors in 2015 after serving for three years as the owner and manager of Merrimack Collision Repair.

Highly educated, Mr. Bowen holds a Bachelor of Science in metallurgy from the Case Institute of Technology and a Master of Business Administration from the University of Southern California. He also completed postgraduate coursework at Air University and the University of Houston. Maintaining affiliation with Beta Gamma Sigma, the Society of Cost Estimating and Analysis, and the Military Operations Research Society, Mr. Bowen is a former president of the Nations Gateway chapter of the American Society for Military Comptrollers.

For his military success, Mr. Bowen has been honored with a number of decorations and medals. He received the Legion of Merit, a Meritorious Service Medal with Four Oak Leaf Clusters and an Air Force Commendation Medal with One Oak Leaf Cluster. He has also been highlighted in Who’s Who in the East.
