Drawing upon over 40 years of practiced experience in government, Mary Swain is a
self-employed parliamentarian who has been acting in this role since 1978. Formerly
employed with the U.S. Department of Justice in Washington as a contracting officer from 1984 to 1999, she is a professional registered parliamentarian who has been serving various organizations throughout Williamsburg, Virginia, including the National Active and Retired Federal Employees Association, the Sentara Regional Medical Center Auxiliary and the Friends of the Muscarelle Museum of Art’s board of directors.
The recipient of a Bachelor of Science in history, government and education from the
University of New Hampshire since 1953, Ms. Swain has served as a volunteer lecturer at the Colonial Williamsburg Historic Area in Virginia for many years.
At the inception of her career, Ms. Swain was actively involved in leadership activities for military wives in light of her husband’s leadership in the U.S. Air Force as a senior Air Force officer. Elected to be the parliamentarian of the Air Force Officer Spouses Club, she often dealt with over 150 wives of senior officers, thus propelling her interest in parliamentary procedures. Subsequently, she completed the necessary examinations to achieve her parliamentarian status.
As a testament to her success, Ms. Swain has been recognized for her contributions to parliamentary procedures and dedication to her areas of interest. From 2007 to 2019, she has been the recipient of the President’s Award from the National Active and Retired Federal Employees Association. Born in Laconia, New Hampshire, she has been happily married to her husband for many years and is the proud mother of two daughters, Kristy and Lisa.
