Kevin S. Floyd, an award-winning professional in the field of procurement, is highly regarded for his former position as the deputy chief procurement officer for the City of Atlanta, Georgia. In this role from 2022 to 2025, Mr. Floyd oversaw the Center of Excellence and Strategic Sourcing divisions and was responsible for coaching team members, fostering business growth, establishing strategic direction in meetings, and interfacing with suppliers. Notably, his oversight encompassed all purchasing activities for the City of Atlanta.

Mr. Floyd joined the City of Atlanta in 2014 and swiftly ascended the ranks in light of his dedication to excellence and recognition of industry needs. Prior to assuming the role of deputy chief procurement officer, he served as an innovation resources director, a senior systems administrator, a project manager, an interim ERP program manager and an ERP analyst. Notably, each role aided Mr. Floyd in understanding the city’s technological infrastructure and drive to create organizational improvements. Among the many highlights of his career, he is especially proud of spearheading the implementation of the City of Atlanta’s Oracle e-procurement platform, a crucial project that modernized procurement processes in the city. Likewise, Mr. Floyd helped to develop the ATLSuppliers.com website, launched the first City of Atlanta Department of Procurement newsletter, and pioneered monthly training sessions for user agencies and suppliers. He also facilitated the transition of the city’s invoicing processes from paper to electronic systems.

Outside his professional commitments, Mr. Floyd maintains membership with the Georgia chapter of NIGP: The Institute for Public Procurement (formerly the National Institute of Governmental Purchasing). He also accepted numerous accolades in recognition of his expertise, including the Top 50 Supply Chain and Procurement Professional Award and the Supply Chain Advocate of the Year Award, which he received from the Georgia Minority Supplier Development Council in 2024. Impressively, he was also spotlighted in the Eastern edition of The Wall Street Journal on March 20, 2025.
