Leveraging more than 45 years of professional excellence, Elizabeth Roulette Baseler is well-regarded as a leader in clinical trial management and an expert in cancer and infectious diseases. Between 1978 and 2022, she excelled at the Frederick National Laboratory for Cancer Research (FNLCR), progressing from laboratory research to excelling as the director for over 20 years. Now retired from her position, Ms. Baseler was responsible for directing a diverse team in establishing clinical trial infrastructure and overseeing regulatory compliance for protecting human subjects participating in clinical trials conducted by the National Institutes of Health across the globe. Since departing from her role in December 2022, she has thrived as a senior project manager at Manpower, where she supports special projects at the FNLCR.

Notably, during her tenure at FNLCR, Ms. Baseler traveled to more than 30 different countries to facilitate the conduct of clinical trials. During this time, she honed her skills in contract management, project operations, strategic planning and risk management to spearhead complex and diverse clinical projects worldwide. Prior to accepting her role at FNLCR, Ms. Baseler received a bachelor’s degree in biology from McDaniel College in 1978. She later earned a Master of Science in administration and management from Hood College in 1984.

In light of her professional accomplishments, Ms. Baseler has earned numerous accolades, including Director Awards from the National Institutes of Health and the National Institute of Allergy and Infectious Diseases. Although she has experienced several career highlights, she is particularly proud of participating in the launch of clinical trials that contributed to the understanding and management of Ebola during the Ebola outbreak in West Africa from 2014 to 2016 and the Democratic Republic of the Congo in 2018. In addition, she derives pride from her personal accomplishments of escalating from a laboratory technician to an executive director at FNLCR.

Civically involved, Ms. Baseler has allocated her time and resources to various mentorship programs, such as Woman to Woman Mentoring, where she has volunteered since 2024. She is also affiliated with McDaniel College on several committees and the Ocean City Reed Foundation. Professionally, Ms. Baseler is a member of the Association of Public Health, Public Responsibility in Research and Medicine, and the Society of Clinical Research Associates.

Looking toward the future, Ms. Baseler aims to write a memoir detailing her diverse global experiences while traveling across the world during her career. She would also like to continue mentoring professional women who are entering leadership and managerial positions.
