A noted fellow and life member of the National Contract Management Association, John Warren Davis is a former consultant and real estate broker who most recently served as a subcontract administrator at Kellogg, Brown & Root in Houston from 2005 to 2006. After serving in the Vietnam War with the U.S. Army, he commenced his career as a real estate sales staff member from 1972 to 1979 before being employed by the Naval Ocean Systems Center as a general service clerk for the following year. From there, he became a contract intern and contract administrator in the Office of Naval Research at Stanford University until 1984 and contract specialist and warranted ordering officer in General Service 1102-11 at the Naval Weapons Station until 1986.

Subsequent to these appointments, Mr. Davis served General Service 1102-12 at the Navy Space Systems Activity as a contract specialist from 1986 to 1988, General Service 1102-12 at COMNAVAIRPAC as a procurement analyst from 1988 to 1998, and the Defense Contract Management Command as a defense contract manager from 1998 to 2000. From 2001 to 2003, he was the senior vice president of Azan International in San Diego before earning a colonel equivalent designation at the Kellogg, Brown & Root Procurement Academy in Houston in 2005. Retiring in 2006, he was also a contractor and consultant at GM 15/16 Equivalent for one year.

Mr. Davis is a certified professional contract manager through the National Contract Management Association. A life member of the national, California and San Diego chapters of Sons of the American Revolution, he is also a life member of Veterans of Foreign Wars, the Author’s Guild, the National Society Sons of the American Colonists, the National Society Sons of Colonial New England and the Order of the Founders of North America. Notably, he is a past president of the Author’s Guild.

Alongside his primary endeavors, Mr. Davis has contributed his expertise to San Diego State University as an adjunct professor and is a former chairman of electronic data exchange at the Society of Logistics Engineers. Likewise, in 1992 he was a professional consultant for Computer Applications, Inc., and from 1991 to 1993, he was a delegate to the National Academy Conference for Contract Management Educators at San Diego State University. Civically involved as well, he is a founding sponsor of the U.S. Army Museum and patron of the San Diego Opera. Most recently, he has helped with veteran outreach efforts through St. Paul Cathedral in San Diego.

Demonstrating versatility in his field, Mr. Davis has authored two books, “Paperless Contracting: The EDI Revolution” in 1995, which garnered him an Outstanding Business Books of the Year Award, and “Palm Springs Salad” in 2000. He has also contributed a number of articles to professional publications and magazines. He has been highlighted in close to 50 Who’s Who publications since 1998.
