Backed by more than 30 years of professional experience, John Kevin Harms has established himself as a renowned attorney for the military. Proficient in federal acquisition, contracting, environmental law and fiscal compliance, Mr. Harms presently serves as associate counsel for the Marine Corps Recruiting Command at its Quantico Area Counsel Office. He has also served as an adjunct professor of business administration at Northern Virginia Community College since 2013. In addition, Mr. Harms is a member of the Board of Correction for Naval Records and deputy counsel for the Defense Federal Acquisition Regulation Supplement Information Technology Committee. Previously, he held a multitude of roles for several military organizations. He served as associate general counsel for the Office of the Assistant Secretary of the Navy, senior reserve component judge advocate for the MacDill Air Force Base, and program attorney for the Aegis Ballistic Missile Defense. From 1995 to 1996, he also served as chief counsel to the Devens Reserve Forces Training Area. Mr. Harms first rose to prominence in 1986 as a legal assistance attorney for the Office Staff Judge Advocate in Fort Devens, Mass., after serving as a research assistant for the American Bar Foundation and a member of the Northwestern Law Review. A very active contributor to the military, Mr. Harms retired as a commander for the United States Army Reserve in 2009, after serving in the position for four years. He was also an aide-de-camp to the commanding general for the Army National Guard’s 33rd Infantry Brigade.
Mr. Harms has always taken an interest to his industry, thus he has utilized the education system as a vehicle to his professional destination. He attended the United States Army Air Assault School in 1979 and the United States Army Airborne School in 1980. In 1982, he graduated magna cum laude from Loyola University with a Bachelor of Public Administration. He went on to earn a Juris Doctor from Northwestern University in 1985 and a Master of Business Administration from Western New England University in 1989. Before receiving a Master of Strategic Studies from the United States Army War College in 2006, Mr. Harms completed coursework at numerous colleges, including the Judge Advocate General’s Legal Center and School, the United States Army Command and General Staff College, and the United States Naval War College. Additionally, he is a graduate of the Navy Command and Staff Program at the United States Air Force War College. He has since been admitted to practice law in the states of Massachusetts and Illinois, as well as before the United States Court of Appeals for the Armed Forces.
Mr. Harms exercises his passion for his field through numerous professional affiliations, including the ABA, Federal Bar Association, United States Naval Institute, the Marine Corp Association, and Association of the United States Army. Furthermore, he is a member of the National Contract Management Association, Armed Forces Communications-Electronics Association, Navy League of the United States and Toastmasters International. Throughout the course of his illustrious career, Mr. Harms has been consistently recognized for his hard work and dedication. He received the Federal Bar Association President’s Award in 2011. Moreover, Mr. Harms was dubbed Bronze Level Advanced Communicator by Toastmasters International in 2013, Eastern Area Junior Officer of the Year by the Military Traffic Management Command in 1992, and Outstanding Young Man in America in 1988.
