Dr. Louis Fisher is a distinguished specialist in constitutional law with more than 40 years of experience in the field of political science. Before embarking on his prestigious career, Dr. Fisher earned a Bachelor of Science in chemistry from the College of William and Mary, studied physical chemistry at the Johns Hopkins University, and earned a Master of Arts and a Doctor of Philosophy in political science from The New School. A fellow of the National Academy of Public Administration, Dr. Fisher is the author of 32 books, a contributor to 174 book chapters and 366 articles in professional publications, and will soon release his new book, “Lessons from President Obama: Constitutional Aspirations and Actions.”
Dr. Fisher is presently Scholar in Residence at the Constitution Project. At the Library of Congress he previously served as a senior specialist in separation of powers in the Congressional Research Service and as a specialist in constitutional law at the Law Library. Additionally, he taught at the College of William and Mary Law School for 25 years, and served as a professor at The Catholic University of America Columbus School of Law, Johns Hopkins University, Indiana University, Georgetown University, American University, Queens College and Queensborough Community College.
With his extensive expertise in the field, Dr. Fisher has been invited to testify before Congress 50 times in regard to issues such as war powers, NSA surveillance, Congress and the Constitution, executive lobbying, CIA whistleblowing, the budget process, and presidential impoundment powers. He has been active with the Central and East European Law Initiative (CEELI) of the= American Bar Association, assisting constitution writers in Bulgaria, Albania and Hungary, and participating in CEELI conferences with delegations from these countries. He also helped examine draft constitutions for Swaziland and Zimbabwe.
In recognition of his outstanding achievements, Dr. Fisher has received numerous awards. Among them are the Career Service Award, the Hubert H. Humphrey Award, and the Richard Neustadt Book Award from the American Political Science Association. Furthermore, he is the recipient of the Aaron B. Wildavsky Award from the Association for Budgeting and Financial Management, the Dartmouth Medal from the American Library Association, the Louis Brownlow Book Award from the National Academy of Public Administration, the National Distinguished Service Award in the Academic Area from the American Association for Budget and Program Analysis, and the Edith Henry Johnson Memorial Award for Outstanding Dissertation from The New School.
